The United Kingdom and France Plan to Send Forces to Ukraine should a Ceasefire Accord is Finalized

The UK and France have inked a declaration of intent concerning the stationing of troops in Ukraine in the event a ceasefire be struck with Moscow, the UK Prime Minister, Keir Starmer, has declared.

Subsequent to negotiations with Ukraine's allies in the French capital, he said that the two nations would "establish defense centers throughout Ukraine and build secure installations for arms and military equipment" to prevent any future invasion.

The allied nations also suggested that the America would assume leadership in monitoring a ceasefire.

Moscow has repeatedly stated that any foreign troops in Ukraine would be considered a "acceptable aim", but has not yet issued a statement on this recent announcement.

Background and Continuing War

Moscow's leader Vladimir Putin began a comprehensive attack of Ukraine in the start of last year, and Russian forces presently holds approximately 20% of Ukraine's sovereign soil.

"This represents an essential component of our vow to be alongside Ukraine for the duration," stated Starmer.

Top officials and high-ranking officials from the "Allied Coalition" participated in the recent discussions.

Addressing reporters at a joint press conference, the Prime Minister added: "It creates the pathway for the legal framework under which British, French, and partner forces could operate on Ukraine's territory, defending Ukraine's skies and seas, and restoring Ukraine's defense capabilities for the future."

The UK prime minister added that Britain would participate in any US-led confirmation of a possible ceasefire.

Security Guarantees and Negotiation Stances

Senior Washington representative Steve Witkoff remarked that "durable defense assurances and strong prosperity commitments are essential to a permanent resolution" in Ukraine – referring to a central requirement made by Ukraine.

Witkoff indicated the coalition had "substantially agreed on" their work on establishing such assurances "so that the people of Ukraine know that when this conflict ends, it ends permanently."

Donald Trump's son-in-law, former American President Donald Trump's advisor, also was involved in the talks.

Separately, French President Emmanuel Macron said that Ukraine's partners had made "major headway" at the meeting.

He said that "comprehensive" defense assurances for the Ukrainian government had been settled upon in the case of a prospective ceasefire.

President Volodymyr Zelensky said that a "significant advance" had been made in Paris, but cautioned that he would only deem efforts to be "enough" if they led to the end of the fighting.

Recently, the Ukrainian leader said a peace agreement was "90% ready". Finalizing the remaining 10% would "determine the fate of the agreement, the future of Ukraine and Europe".

Outstanding Matters

  • Land and security guarantees have been at the heart of unresolved issues for negotiators.
  • The Russian President has often said that Ukrainian troops must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will take control, rejecting any compromise over how to conclude the war.
  • Kyiv has so far rejected giving up any territory, but has proposed that Ukraine could withdraw its troops to an agreed point – but only if Russia follows suit.

Russia currently controls approximately 75% of the Donetsk oblast and around 99% of the adjacent Luhansk region. The two regions form the area of Donbas.

The earlier US-led 28-point proposal that was extensively reported to the media last year was perceived by Kyiv and its European allies as being disproportionately favorable in Moscow's favor.

This led to a period of intensive negotiations – with the involved parties trying to amend the proposal.

Recently, The Ukrainian government presented the US an new framework – as well as distinct documents describing possible defense assurances and provisions for Ukraine's reconstruction, he said.
