The Premier's very notable reorientation on the United Kingdom's following Brexit ties to the bloc on Saturday was crafted to signal to the business community, to Brussels, and to fellow EU nations, in addition to his political supporters.

The current reset envisages harmonising with EU rules in specific fields to help the smoother movement of trade: agricultural products, power, and carbon trading.

Commercial Demands

A prominent industry organisation last month issued a list of additional asks in various industries to help exporters deal with administrative barriers that has hit the export of products.

Its internal research indicated that a large proportion of companies surveyed agreed that the existing agreement was impeding commercial success.

A host of further domains could, realistically, see a comparable strategy – alignment with internal market standards – in as a trade-off for lowering trade obstacles across production, in the car industry, pharmaceuticals, or for example in VAT procedures.

European Reaction

EU governments were disappointed by the modest aims in last year's reset, notably the British rejection of proposals floated by some experts regarding the simplified access of British exports to the internal market.

The precise arrangements on energy cooperation and agricultural regulations is remains to be settled. A proposal for UK defence firms to be involved in a €150bn security initiative has stalled over the cost of the contribution, after reservations from the French government. Canada has entered the initiative.

Geopolitical Context

The UK has concluded arrangements to rejoin a university exchange programme and to further negotiate a youth jobs scheme. This has facilitated progress for subsequent negotiations.

Observers note that the recent publication of a American national security strategy has also changed the backdrop on UK relations with Europe.

The strategy said that the US would "cultivate resistance" to continental trends and commended the "growing influence" of patriotic European parties.

In government circles, there is an acknowledgement that the global landscape has evolved further.

Domestic Calculations

On the national stage, the leadership also foresees being challenged on Brexit by one opposition party, but potentially a further party, which is campaigning in its key electoral areas in May's elections.

The Premier's recent words are borne of a combination of business needs, electoral strategy and global dynamics as the UK embarks upon a year that will mark the 10th anniversary of the decision to leave the European Union.
